The Basque Youth Observatory

On the occasion of the World Population Day, the Basque Youth Observatory will focus its attention on the urgency and importance of issues relating to the population of the Basque Country.

On 1 January 2018, the population of the Basque Country stood at 2,180,449 people, of whom 287,274 were 15 to 29 years of age: 50.9% men (146,348) and 49.1% women (140,926).

If we look at the internal population structure of the group of people aged 15 to 29, subdividing it into five-year age groups, the distribution is quite uniform, since people aged 15 to 19 account for 33.3% of the group (95,735 people), those aged 20 to 24 account for 31.9% (91,863) and those aged 25 to 29 for 34.8% (99,676 people).

In terms of provinces, 51% of the population aged 15 to 29 in the Basque Country lives in Bizkaia (146,663 people), 34% in Gipuzkoa (97,602 people) and the remaining 15% in Álava (43,009 people).

The youth index or the proportion of young people in relation to the overall population has steadily fallen in recent years in the Basque Country, from 20.2% in 2003 to 13.2% in 2018. This figure places the Basque Country as one of the European regions with the lowest youth index in an already aged continent, bearing in mind that the EU28 average in 2017 was 17.2%.

On the other hand, if we establish a relationship between people aged 15 to 29 and those over 64 years of age, we again find data that show the specific fall in the percentage of young people in the overall. In 2006, there were 96.9 young people for every 100 people over 64 years of age; by 2018, that ratio had fallen to 59.9.
