Summary: Since 1999, the Youth Plan-Gazte Plana has been a consolidated tool for the promotion of a transversal youth policy of the Basque Government. The novelty of this V. Gazte Plana is that it is inscribed in a new scenario, once the Youth Law is approved in 2022.

Summary: The Youth and Community Action Division of the Department of Culture of the Basque Government has prepared the Final assessment of the Basque Government's actions within the framework of the Second Basque Youth Plan 2002-2005. This publication is the twenty-fifth (Basque) and twenty-sixth (Spanish) edition of the Gazte Plana collection, launched in 1999 with the aim of disseminating the Basque Country Youth Plan. The conclusions and recommendations taken from the said assessment will be the basis for the development of the Third Basque Youth Plan.

Summary: The methodology of the Youth Plan considers two types of final assessment: that of results and that of impacts. The results of both are included in this publication. The first part of the document contains an assessment of results, the effects of the courses of action taken and forms of intervention of the plan are assessed, and the extent to which the objectives set out have been achieved is determined. The second part includes an assessment of impact, and variations that have occurred in the social situation regarding youth and changes in attitudes, habits and conduct that have been brought about by the courses of action and forms of intervention of the plan are measured.
